How SFRS pay is set: the UK NJC, not a Scottish deal

People often assume Scotland negotiates its own firefighter pay because it has its own single service, its own tax bands and its own pension scheme. For operational pay, the evidence points the other way. The FBU's 2024 written evidence to the Scottish Parliament's Criminal Justice Committee says collectively agreed pay and conditions for all UK firefighters are negotiated within the UK National Joint Council, and that the Chair of the SFRS Board and the Scottish FBU Executive Council member are permanent lead members of that body. SFRS itself announced the 2022 and 2023 increases of 7% and 5% as the national employers' offer accepted by FBU members.

For 2026, the national employers offered a 3.8% increase on all basic pay rates and Continual Professional Development payments from 1 July 2026, with no strings attached, according to the FBU's consultation circular of 15 June 2026. The FBU reports that members accepted. The resulting rates are in NJC circular NJC/2/26: £40,358 for a competent wholetime firefighter and £6,054 for a competent on-call firefighter's full retainer. We found no separate Scottish pay agreement for 2026.

The clearest proof is SFRS's own job adverts. A Crew Commander vacancy (SFRS02810) published on 16 August 2026, after the award, gives £42,892 to £44,742, which are the NJC 2026 development and competent crew manager rates to the pound. There has been Scottish-specific bargaining at the edges, a 2019 SFRS offer of 16% over four years for an expanded role was rejected by FBU members and an October 2022 agreement in principle to develop the role has stalled for lack of funding, but neither has replaced the NJC table.

SFRS pay scales from 1 July 2026, role by role

The table uses SFRS's Commander titles alongside the NJC role names and the NJC/2/26 rates. SFRS adverts quote a range from the development rate to the top competent rate for each role, which is how we matched titles to NJC roles. We have not seen SFRS confirm whether it uses separate competent A and B steps for Watch, Station, Group and Area Commanders internally, so the middle steps are the NJC ones and should be checked against your contract.

Hourly rates are annual salary divided by 52.143 weeks and then by 42 hours, and overtime is at time and a half. The NJC table gives overtime rates up to Station Manager (Station Commander) and none for Group and Area Manager roles.

We checked every SFRS operational advert we could open against the NJC rates in force on its publication date. Each one matches an NJC range exactly. The only adverts that look 'low' are those published before the July pay date, which carry the previous year's rates; that is also why the wholetime firefighter advert of March 2026 quoted £30,384 to £38,881, as our Scotland firefighter salary guide records.

The pattern also gives you the recent awards. The 2025 rates are the 2026 rates divided by 1.038, and the Group Commander advert of May 2025 equals the 2025 group manager rates divided by 1.032, the 3.2% award of 2025. If an advert you are reading predates 1 July, add the current award to see what the post pays now.

Development, competence and the gaps between roles

New wholetime firefighters join SFRS on a three-year Modern Apprenticeship in Firefighting at SCQF Level 7, with three phased assessments and an SVQ portfolio, according to its careers page. In pay terms you start on the development rate, £31,539 from 1 July 2026, and move to the competent rate, £40,358, when assessed as competent. That single step is worth £8,819 a year, by far the biggest progression jump available without promotion.

Promotion steps are smaller. Competent Firefighter to Crew Commander development is £2,534 (6.3%), Crew Commander competent to Watch Commander development £969, and Watch Commander competent B to Station Commander development £2,006. Moving into Station Commander and above usually also means joining the flexi duty system, which in the Grey Book attracts a separate supplement; see the next section for what we could verify in Scotland.

SFRS promotion adverts set eligibility: the August 2026 Crew Commander post was open to substantive competent firefighters, and the July 2026 Watch Commander post to substantive competent Crew Commanders, each needing an appraisal confirming readiness for progression. Our promotion pay planner models the take-home effect of a step, and the SFRS ranks guide explains the titles.

Allowances and extras: what is and is not published for SFRS

The basic table is only part of the payslip. Overtime follows the Grey Book at time and a half (double time on public holidays), with NJC overtime rates published up to Station Manager level, giving £27.65 an hour for a competent firefighter. CPD payments rose by 3.8% from 1 July 2026 under the national offer, but we could not find a published SFRS figure for its CPD payment, so we do not state one; check your payslip. Our allowances guide covers the national rules.

SFRS adverts for Station, Group and Area Commanders describe the Flexi Duty Officer system. Nationally, the Grey Book flexible duty system attracts a supplement of 20% of basic pay, explained in our flexi duty allowance guide. We did not find an SFRS document confirming the rate it pays, and the adverts we opened quote basic salary only, so we have not added a supplement to any SFRS figure in this guide.

One Scottish extra is documented: SFRS's on-call terms say its disturbance payment includes a 10% Scottish disturbance supplement. That is covered in the on-call section below. Legacy allowances from the pre-2013 brigades may still exist for some staff; we did not find a published list, so ask payroll if a line on your payslip is unexplained.

On-call pay in Scotland: retainers, hourly rates and the Scottish supplement

SFRS's Retained Duty System terms summary sets out five availability levels with retaining fees of 5%, 7.5%, 10%, 12.5% and 15% of the equivalent wholetime salary. On top, on-call firefighters are paid an hourly rate for all activity in 15-minute blocks, a minimum of one hour's pay when they form part of the crew (turnout payment), a minimum of half an hour when they report but are not mobilised (attendance payment), and a disturbance payment that includes a 10% Scottish disturbance supplement when they report within 8 minutes.

The rates printed in that summary (competent hourly £17.20, Scottish disturbance payment £5.46, full retainer £5,651) are the 2024 NJC rates: £5,651 is 15% of the 2024 competent salary of £37,675. The table below applies SFRS's percentages to the 2026 NJC salaries. For the disturbance payment, the national 2026 rate is £5.31, so a 10% Scottish supplement gives about £5.84; that is our arithmetic, and SFRS has not published a 2026 figure that we could find.

The 2025 summary also lists a trainee on-call rate (£12.91 an hour then). The national trainee rate was removed from the NJC tables in July 2025, and we could not confirm SFRS's current treatment of new on-call starters, so check your offer letter. Volunteer Duty System firefighters are paid by activity only, with no retainer; SFRS says legacy terms still vary while standardisation is negotiated, and its published VDS rates date from 2022.

Senior officer pay: how chief officers are paid

Above Area Commander, the NJC table stops. SFRS's 2023-24 Annual Report and Accounts says the salary levels of chief officers (Assistant Chief Officer and above) are determined locally by the Board, with consideration of guidance issued by the National Joint Council for Brigade Managers, while non-uniformed director pay is set locally by SFRS. The Scottish Government's 2024 governance framework adds that Ministers approve SFRS's Chief Officer and staff pay remit in line with Scottish Government pay policy, and that the Chief Officer's package needs approval under the Scottish Government pay policy for senior appointments.

The remuneration report gives full-time equivalent salary bands. In 2023/24 the Chief Officer was in the £190,000 to £195,000 band, the Deputy Chief Officer £165,000 to £170,000 and each Assistant Chief Officer £150,000 to £155,000. The report notes that the brigade managers' 2024 pay award was paid in February 2024. These are 2023/24 figures; later awards will have moved them, and we did not open a 2024/25 report, so do not treat them as current.

The same report counts staff paid over £50,000: 702 in 2023/24, up from 592 the year before, which it attributes to inflationary pay awards. Deputy Assistant Chief Officer pay was not shown separately in the bands we read. For the English comparison see the chief fire officer salary guide.

What SFRS pay is worth after Scottish tax

Scottish taxpayers pay income tax on Scotland's bands: 19%, 20%, 21%, 42%, 45% and 48% for 2026/27, with the 42% higher rate starting above £43,662 of income over the personal allowance. That matters most for Station Commanders and above, whose taxable pay crosses into the higher band sooner than in England. National Insurance is UK-wide.

The table uses the site's 2026/27 Scottish model: S1257L code, pension contributions taken before tax at the rates the site applies for the Scottish scheme (11.73%, 13.63% or 14.23% by pay), no student loan, CPD, overtime, flexi duty payment or allowances. The pension rates are the site's model; check the actual rate on your payslip, since the Scottish firefighter pension scheme guide explains that bands are set by Scottish regulations and change.

Recent SFRS pay awards and when they were paid

Because SFRS follows the NJC, its award history is the national one, paid from 1 July each year. The 2022 dispute settled at 7% backdated to July 2022 and 5% from July 2023, which SFRS announced on 6 March 2023. The FBU's 2024 evidence to Holyrood records 4% for 2024. The 2025 award of 3.2% can be read from SFRS's own adverts (2025 rates are 3.2% above 2024 rates), and the 2026 award is 3.8%.

Delays happen. SFRS's 2023-24 accounts record that arrears for 2022 and 2023 were paid in June 2023. If your July payslip still shows the old rate, the back pay guide shows how to check arrears, and our FBU pay claim and NJC guide explains the national process.

Checking your SFRS payslip

Match your SFRS title and stage to a row of the 2026 table and check that your basic annual pay equals it from your July 2026 pay date. Check that your tax code starts with S, that the pension rate matches your Scottish scheme band, and that CPD, flexi duty or on-call lines appear where they should. On-call staff should check that the retaining fee matches their contracted level and that call-outs show the Scottish disturbance supplement.

If something is out, ask payroll, using the NJC circular and SFRS's own terms summaries as your references, and speak to your FBU rep. The free payslip checker compares entries with expected rates, and the Scottish Fire and Rescue Service shift pattern guide explains the rota behind the 42-hour week.

Frequently asked questions

What are SFRS pay scales for 2026?

From 1 July 2026 SFRS pays the NJC rates: Firefighter £31,539 (development) to £40,358 (competent), Crew Commander £42,892 to £44,742, Watch Commander £45,711 to £50,034, Station Commander £52,040 to £57,402, Group Commander £59,937 to £66,445 and Area Commander £70,368 to £77,186.

Does Scotland have a separate firefighter pay deal?

Not for 2026. The 3.8% award from 1 July 2026 is the UK NJC settlement, and SFRS's August 2026 Crew Commander advert matches the NJC 2026 rates exactly. Scotland differs on income tax and pensions, not on the salary scale.

Why do some SFRS adverts show lower salaries?

Adverts published before the July pay date show the previous year's NJC rates. For example, a July 2026 Watch Commander advert listed £44,038 to £48,202, the 2025 rates; the 2026 range is £45,711 to £50,034.

How much do on-call firefighters get paid in Scotland?

SFRS pays a retaining fee of 5% to 15% of the equivalent wholetime salary, depending on availability level, plus hourly pay for activity. From July 2026 a competent firefighter's full Level 5 retainer is £6,054 and the hourly rate £18.43.

What is the Scottish disturbance supplement?

SFRS's on-call terms say the disturbance payment for reporting promptly to a call-out includes a 10% Scottish enhancement. Its published rate of £5.46 reflects 2024 rates; applying 10% to the 2026 national £5.31 gives about £5.84, our estimate.

Do SFRS Station Commanders get a flexi duty allowance?

SFRS adverts place Station, Group and Area Commanders on the Flexi Duty Officer system. The Grey Book supplement is 20% of basic, but we did not find an SFRS document confirming the rate it pays, so check the recruitment pack or your contract.

How much does the SFRS Chief Officer earn?

SFRS's 2023-24 accounts put the Chief Officer's full-time salary in the £190,000 to £195,000 band, the Deputy Chief Officer in £165,000 to £170,000 and Assistant Chief Officers in £150,000 to £155,000. Pay is set by the Board with regard to NJC for Brigade Managers guidance.

What is an SFRS firefighter's take-home pay?

On the site's 2026/27 Scottish model, a competent firefighter on £40,358 takes home about £28,163 a year (£2,347 a month) after a 13.63% pension contribution, Scottish income tax and National Insurance, with no overtime or allowances.
